    Mrs. Vivian Fleming-McGhaney is the fifth of nine children born to Elouise T. Fleming and the late Samuel "Pop" Fleming. She grew up in the St. John/Shiloh community of rural Sumter County and attended the former Sumter School District 2 schools. She received a Bachelor of Science Degree from S.C. State University, a Master's Degree in Education from Cambridge College, and a Master’s Degree in Educational Administration from the University of South Carolina.  

    Mrs. McGhaney is the Coordinator of Curriculum and Instruction for Specialized Programs for Sumter County School District.  Prior to working in this capacity, she served as the Curriculum Coach and School Testing Coordinator at R.E. Davis Elementary School, Sumter School District, where she previously taught special education for approximately 18 years. She gained National Board Teacher Certification as an Exceptional Needs Specialist in 2001, and recertified in 2010.  She has received many honors for her work as an accomplished teacher—which includes being named Sumter Area Reading Council’s Distinguished Reading Teacher, and a former Teacher of the Year for the previous Sumter School District Two.

    Mrs. McGhaney is also a public servant.  She served as a grassroots community leader for many years, where she worked to help find positive solutions for troubled youth.  She was appointed to the Sumter City, County Planning Commission where she served four years.  On July 16, 2002, she was elected to Sumter County Council, representing Council District 5; she was re-elected in 2004, 2008, 2012, and in 2016.  She continues to serve on Sumter County Council, and has served as the Vice-Chairman of County Council, as well as several terms as the Chairman.  During Women History Month, 2008, she was honored by the Sumter Volunteers for her Outstanding Community Service, and she was added to the Women's Honor Roll of Sumter County.  On June 3, 2010, she was recognized as a Riley Institute Fellow for having successfully completed the requirements of the South Carolina Diversity Leaders Initiative Midlands Class III at the Riley Institute at Furman University. She represents Sumter County on the Santee-Lynches Regional Councils of Government, and presently serves as Second Vice-Chairman.  Mrs. McGhaney participated in the 2017-2018 Honorary Commander Program at Shaw Air Force Base and paired with the Commander of the 20th Fighter Wing. She is also a Commissioned, South Carolina Notary Public, member of the League of Women Voters and National Council of Negro Women.

    Mrs. McGhaney is married to the Rev. Daryl F. McGhaney.  They have a blended family of three children and six grandchildren. She is a licensed minister at Bethany Missionary Baptist Church, where her husband is pastor.  Her life’s motto is “If I Can Help Somebody as I Pass Along, Then My Living Shall Not Be In Vain.”
