4.      LAND USE MATTERS AND REZONING REQUESTS
	Planned Development/Rezoning Request 
(1)	RZ-99-37/LDP-99-03 - Dabbs Realty Co. - Third Reading - A Request To Rezone Property
        Located At The Northwest And Southwest Corner Of The I-95 And Myrtle Beach Highway
        (Tax Map 339-00-03-008 And 009, 339-00-01-003 And 004) From Rural Development
        District/Agricultural Conservation To General Commercial District.  (Prior to action on
        second reading, Council will hold a public hearing on this matter.)

5.      PUBLIC HEARING --

(1)	(99-383) An Ordinance Authorizing The Execution And Delivery Of An Inducement
        Agreement By And Between Sumter County South Carolina And Company To Be
        Announced ("The Company-Project Harvey"), Whereby Under Certain Conditions
        Sumter County May (1) Acquire Title To Certain Industrial Property For Lease To The
        Company; (2) Covenant In Such Lease Or Enter Into A Separate Form Of Agreement With
        The Company Whereby The Company Will Pay To The County A Fee In Lieu Of Ad
        Valorem Property Taxes (FILOT Payments); And (3) Make Available To The Company The
        Benefits Of A Multi-County Industrial Park Agreement.  (After public hearing, Council will
        take action on Third Reading on this proposed ordinance.)  

6.      NEW BUSINESS -

(1)	Youth Representatives:  Frank Garrett (speaker for the group), Deidre Glover, and Stephanie
        Bushse

(2)	Discussions and Action on Decision by Council Concerning A Briefing by the Administrator
        About the Construction of the County's Correctional Facility at Current Location.   (Meeting
        held on February 3, 2000.)

(3)	Report from Council's February 7, 2000, Meeting Concerning the Return of the Authority
        and Control of the Correctional Center Back To the County Sheriff.

(4)	Request From County Administrator to Discontinue Engineering Contract with Grier-Fripp
        Architects.  

(5)	Request from County Administrator to Submit Request for Proposals to the General Public
        for Construction of the County's Correctional Facility.  

(6)	It May Be Suggested To Hold Executive Session To Receive A Legal Briefing from the
        County Attorney. (The Executive Session, If Approved By Council, Will Be Held After All
        Business Matters Have Been Completed.)

7.      OLD BUSINESS -
