Vivian Fleming-McGhaney is the fifth of nine children born to Elouise T. Fleming and the late Samuel "Pop" Fleming. She grew up in the St. John/Shiloh community of rural Sumter County and attended Sumter School District 2 schools. She received a Bachelor of Science Degree from S.C. State University, a Master's Degree from Cambridge College and 30 hours above a Master's Degree from the University of South Carolina and Francis Marion University.

Mrs. McGhaney is married to the Rev. Daryl F. McGhaney, and they have three children and four grandchildren. She is a member of Bethany Fellowship Baptist Church, where her husband is pastor. She became a certified lay speaker in 1996 at her home church, St. John United Methodist Church, certifying her to lead in worship, deliver sermons, and teach.  She also enjoys singing with the choirs at Bethany, St. John, and with her family group, The Fleming Sisters.

Mrs. McGhaney is the Lead Teacher at R.E. Davis Elementary School, where she previously taught special education for 20 years. She has received numerous honors for being an exceptional, accomplished teacher.  These honors include National Board Teacher Certification as an Exceptional Needs Specialist, a past Sumter School District Two Teacher of the Year, a past Sumter Area Reading Council’s Distinguished Reading Teacher, and many more honors.

Mrs. McGhaney’s public service stems from many years of volunteer services rendered toward grassroots efforts in schools, churches, and throughout the Sumter community.  She served on the Sumter City-County Planning Commission from 1995 to 1999. On July 16, 2002, she was elected to Sumter County Council, representing District 5; re-elected in 2004, and again in 2008. She continues to serve on Sumter County Council, and is the immediate past chairman—having served three terms as chairman.  During Women History Month, 2008, Mrs. McGhaney was honored by the Sumter Volunteers for her Outstanding Community Service, being named to the Women's Honor Roll of Sumter County.

Committed to fulfill her purpose-- to serve God and her fellow man, Mrs. McGhaney uses a stanza from a song as her motto: "If I can help somebody as I pass along, then my living shall not be in vain."  Her advice to young people is,

“Learn today to be the best that you can be, for you shall never pass this way again.”
