Primary Services:Court Services:The Sumter County Clerk of Court's Office "primary responsibility" is to maintain all court records for Civil Court (Common Pleas) and General Sessions Court (Criminal), as well as Family Court for Sumter County, South Carolina. The Clerk's office also collects fine payments for General Sessions fines and selects potential jurors for court. The Clerk's Office is located at 141 North Main Street. The Clerk's Office is on the third floor of the courthouse in room 308 (passports, fine payment, and jury service), room 309 (Common Pleas Court and copies of divorce decrees), and room 311 (General Sessions Court). Our office operates Monday through Friday, 8:30 am – 5:00 pm. • Maintains records of criminal cases heard in General Sessions court. This includes sentence sheets, arrest warrants, indictments, and pleadings. This does not include a transcript of the court hearing. A $5.00 fee is charged for certified copies of sentence sheets, etc. See below for more details. • Maintains records of cases heard in Court of Common Pleas, which is civil disputes between parties. • Schedules jury and non-jury rosters for Common Pleas. • Maintains records of all judgments for Common Pleas. • Maintains and provides copies of all final divorce decrees, separation agreements, and proceedings. A $5.00 fee is charged for all certified copies of these documents. Requests must be made in writing or in person. No requests are done by telephone. Please see below for more information in this matter. • Processes passport applications. See below for passport information. • Collects fine payments for General Sessions fines. We accept cash or money orders. No personal checks are accepted for fine payments. • Selects potential Jurors from a jury pool for each term of court. • Notary applications for Notaries may be picked up in room 308. • Registration of Notaries. Please bring your long form commission with the gold seal and $5.00 registration fee. • Supervises Family Court services and activities.This Office does NOT do the following:• Traffic Court and Tickets: Traffic court is handled by Summary Court: [Summary Court] • Schedule General Sessions Court: Scheduling is handled by the Solicitor's Office: [Solicitor's Office] • Marriage Licenses: Marriages Licenses are issued and maintained by Probate Court: [Probate ] • Deeds and other Land Transactions: These are handled in the Register of Deed's office: [ROD Office] • Tax Liens: This is maintained in the Register of Deed's office: [ROD Office] • Child Support payments or information: Please contact Family Court at: 803-436-2366: [Family Court] • Give any legal advise: Please contact an attorney or a legal referral service (1-888-321-3644).TO OBTAIN A PASSPORT, you will need the following:Passport Application. You may obtain an application in the Clerk's Office (Room 308) or visit www.travel.state.gov to download an application (see the "Passport Information" link under "Services" on that site). Two passport photographs, size 2” x 2”, black and white or color, with a solid white background. Most photographers in Sumter will do these for a fee. Birth Certificate, with a raised seal, original or a certified copy from the Health Department or Vital Records in the County or State in which you were born. (Hospital Certificates are not acceptable by the Passport Agency.) Children under sixteen are required to have the long form of the birth certificate showing both parents names at birth. At this time, the Passport Agency will still accept the short form (or card with the gold seal in the upper right hand corner) for adults. An old passport, Naturalization or Citizenship papers will be accepted in place of a birth certificate. Your certificate or Naturalization papers will be mailed with the application and returned to you along with your passport. Cashier's check, money order or personal check for $75.00 for persons 16 years or older, made payable to the U. S. Department of State. (Personal checks will hold up the speed in which the application is processed.) Cash is not accepted for this fee. Cashier's check, money order or personal check for $60.00 for persons under 16 years of age, made payable to the U. S. Department of State. (Personal checks will hold up the speed in which an application is processed.) Cash is not accepted for this fee. A separate cashier's check, money order, personal check or cash for $25.00 per passport, made payable to the Sumter County Treasurer. Identifying Documents such as a driver's license or Military I.D. card must be presented. A guardian's identifying documents must be used for children under 16 years of age. Processing time for applications takes 4-6 weeks. If a passport is needed back quickly, you may expedite your passport for an additional $60.00 fee made payable to the U. S. Department of State. The Passport agency will process your application in ten working days. We recommend you overnight your application to the passport agency and enclose a paid overnight envelope along with your application. All first-time applications, and those not renewing their passport, must have their application executed in the Clerk's office (room 308). Renewals may be sent in to the Passport agency by you. Please follow the instructions on the application and be sure you meet all criteria for renewing. Anyone 16 years of age or older must sign his/her own name on the passport application in the presence of the Clerk of Court's office. Both parents or a legal guardian must sign for children 15 years of age and younger. Anyone 17 years or younger must have a parent present. Please bring in all children needing a passport. All children MUST be seen by Acceptance Agent (Clerk of Court Office).TO OBTAIN a copy of "Divorce Decrees":(All requests must be made in person or in writing.)
