Background:

As Chief Administrative Officer for Sumter County, Bill is an experienced educator, manager, and human relations expert.

Prior to his current position of Sumter County Administrator, he served as the Human Resources Director for Campbell Soup Company, Sumter Plant, from 1978 to 1990.

A former principal at Furman High School, Mr. Noonan spent fifteen years working in the public school system in Sumter County as a classroom Teacher, Football Coach, and Administrator.

He was elected to serve as a member of the Sumter School District Seventeen Board of Trustees from 1984 to 1990.

His involvement in community organizations include:

  • The Greater Sumter Chamber of Commerce
  • The United Way of Sumter, Lee, and Clarendon Counties (Board of Directors/Past President)
  • The Governor's Initiative for Work Force Excellence, and
  • Leadership South Carolina.

His professional affiliations have included:

  • The Government Finance Officer's Association
  • The American Society of Personnel Administrators, and
  • The National Education Association.

Mr. Noonan was born in 1940 in Staten Island, NY.   He received a bachelor's degree from Furman University in Greenville, South Carolina, and a master's degree from Appalachian State University in Boone, North Carolina.

Mr. Noonan and his wife, Sandra, (the former Sandy Andrews of Sumter) a Registered Nurse, have four children and four grandchildren.

Clerk to County Council
Mary W. Blanding


Background:

Mary Witherspoon Lewis Blanding, Clerk to Sumter County Council, was born on July 24, 1952, in Sumter, South Carolina.   She was selected by County Council as the Council's second Clerk to Council in April of 1990.   Mrs. Blanding proceeds the fomer Clerk to Council (Mrs. Lorraine Player) after Mrs. Player's 38-year tenure as Clerk.

She is the daughter of Deacon John Ivory and Mrs. Dorothy Mae Smith Witherspoon.   Mary attended school in Sumter School District #17 and graduated from Sumter High School (formerly Lincoln High School), Palmer Junior College, and Morris College (Honor Graduate) with a Bachelor of Science Degree in Organizational Management.   Mary is married to Mr. Kenneth Orlando Blanding from Manning, SC.

Mary currently serves and has served her home community of Sumter County in the following capacities:

  • Member, Santee Wateree Regional Transportation Authority Board of Directors
  • Member, League of Women Voters
  • Member, Sumter Chamber of Commerce
  • Community Relations Committee and Former Member of the Membership Committee
  • Member, YWCA
  • Member, Office Systems Technology Advisory Committee at Central Carolina Technology College
  • Former Member, Lawrence Detherick Foundation Board
  • Former Secretary/Member, Sumter High School Band Booster Club
  • Former Member, President, Vice President, and Secretary of Wilder Elementary School PTA
  • Former Member, Bates Middle School Improvement Council
  • Former Member, Habitat for the Humanities Board

    Mrs. Blanding has her Certification as Clerk to County Council which was awarded by the State of South Carolina's Association of Counties and the Institute of Public Officials, Division of the University of South Carolina in Columbia, S.C.

    She has also received honors and awards such as:

    1998 -- J. T. McCain Public Service Award from the Martin Luther King Committee
    1994 -- TWIN Honoree (Tribute to Women in Business and Industry)
    1994 -- Government Honoree for Mt. Zion Baptist Church Black History Month
    1985 -- American Association of Women in Community and Junior Colleges Award
    1977-71 - Miss Palmer Junior College
    1969-70 - Miss Sumter High School

    Mrs. Blanding was formerly employed at Central Carolina Technical College as an Executive Support Specialist, Becton-Dickinson Company as an Inventory Clerk, and at the Charleston Chronicle as an Officer Manager.

    Mary has two children in whom she finds much joy.   Jamie Lola-Lewis Jackson, a Physical Therapist, and Kimberly Camille Lewis, a senior at the College of Charleston.   Mary's new son-in-law, William, Carlos (Carl) Jackson, is a Chemical Engineer for Eastman Company in Kingsport, Tennessee.

    She is a member of St. John Baptist Church, Silver, South Carolina where she is active in her church as an Adult Sunday School Teacher, member of the Adult Choir, Ushers Ministry, and YWA Ministry.
